ANNUAL OPEN BOOK and BOARD OF REVIEW
Each municipality in Wisconsin must hold an Open Book and Board of Review (BOR) session. The City of Omro's Open Book is scheduled for Thursday, April 22, 2021 from 9am-11am and the BOR is scheduled for Tuesday, May 4, 2021 from 1pm-3pm.
Due to COVID-19 pandemic, Open Book sessions will be conducted by telephone. If you would like to set up a telephone appointment, please contact Bowmar Appraisal, Inc. at (920) 733-5369 during regular business hours (M-F, 8:30am-4:30pm) no later than three (3) days prior to the Board of Review. Special appointments for in-person will be available if necessary.
Open Book - takes place first. During this session, the municipality's assessment roll (which lists all the municipalities properties) is open for examination. The property owner can informally discuss the property value with the local assessor. If the property value is changed at the Open Book, the assessor corrects the assessment roll.
Board of Review - if the property owner is not satisfied with the assessment after attending Open Book, the property owner can bring his/her appeal to the Board of Review. The board schedules assessment appeals requiring property owners to provide evidence proving the assessment is incorrect. After review, if the Board agrees with the property owner's evidence, it can change the assessment.

CLEAN LANDFILL OPENING SATURDAYS
The City of Omro will open its clean landfill on Saturdays from 8am - noon, starting April 10th, 2021. The landfill is located on S. Webster Avenue and is for city resident use only! Please have your ID available, as it will be required.
2021 CHIP SEALING
The City of Omro will receive sealed bids for 2021 Chip Sealing until 12:00 pm Wednesday, May 26th, 2021. Details regarding the specifications are below. All bids shall be submitted in a sealed envelope labeled "Sealed Bid for 2021 Chip Sealing" and show the name and address of the bidder. The sealed bid envelope shall be addressed to: City of Omro Administrator, 205 South Webster Avenue, P.O. Box 399, Omro, WI 54963. The contract letting shall be subject to the provisions of section 62.15, 66.29 and 66.23 Wis. Stats. Requires 5% Bid Bond. No bid shall be withdrawn after the opening of the bids without the consent of the City of Omro for a period of sixty (60) days from the scheduled time of the closing of the bids. The City of Omro reserves the right to reject any and all bids and to waive any informality in the bidding process.

PUBLIC ABSENTEE VOTING NOTICE FOR ASSISTED LIVING FACILITIES
Absentee Voting to be Administered at Country Villa Assisted Living facility (1900 Huckleberry Avenue, Omro, WI 54963) at 10:00 a.m. on Wednesday, March 17, 2021 and 10:00 am on Thursday, March 18, 2021.
Absentee Voting to be Administered at Omro Care Center facility (500 Grant Avenue, Omro, WI 54963) at 1:00 pm on Wednesday, March 17, 2021 and 1:00 pm on Thursday, March 18, 2021.
Per Wisconsin statutes: Special Voting Deputies (SVDs) appointed by the City of Omro Clerk will be administering absentee voting for the residents of the facilities listed for the April 6, 2021 Spring Election at the above times, dates, and locations as indicated above.
Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot.
Only observers from each of the two recognized political parties whose candidates for governor or president received the greatest number of votes in the municipality at the most recent general election may accompany the deputies to each facility where absentee voting will take place. The observers may observe the process of absentee ballot distribution in the common areas of the home, facility, or complex. Each party wishing to have an observer present shall submit the name of the observer to the clerk or board of election commissioners no later than the close of business on the last business day prior to the visit. Family members of residents may be present at the time of voting.

COVID Restricted Access Information:
In the likely event that the SVDs will not be granted access to the facility at the date and time indicated due to the pandemic restrictions, the clerk will contact the facility by telephone (tele-visit) to confirm that access will be denied for theses scheduled dates and times. Upon denial of two scheduled visits as required by Wis. Stats., the absentee ballots for those living in the facilities that have requested an absentee ballot for this election, will be mailed by the USPS on or before March 19th and must be returned to the clerk by 8:00 pm on Election Day, April 6, 2021 in order to be counted.
