Welcome to the Office of the City Administrator for the City of Omro. The City Administrator serves as the chief administrative officer of the City and is responsible for the professional administration and management of municipal government under the direction and policy guidance of the Mayor and Common Council.

The City Administrator is charged with carrying out the policies, ordinances, resolutions, and directives adopted by the Common Council while providing leadership and oversight of the City's day-to-day operations. The position serves as the central coordinating office for municipal administration and works collaboratively with elected officials, department heads, employees, residents, businesses, and community organizations to ensure responsive, transparent, and effective local government.

As the City's chief administrative officer, the City Administrator is responsible for implementing the goals and priorities established by the governing body; overseeing municipal operations and services; coordinating departmental activities; managing personnel administration; assisting with budget development and financial oversight; administering contracts, projects, and programs authorized by the Common Council; and providing professional recommendations on matters affecting the City's operations and future development.

The City Administrator serves as an advisor to the Mayor and Common Council by conducting research, evaluating alternatives, preparing reports and recommendations, and assisting elected officials in making informed policy decisions. While the Common Council establishes policy and exercises legislative authority, the City Administrator is responsible for the professional administration and implementation of those decisions.

 

Responsibilities and Duties

Administrative Management and Operations

The City Administrator provides administrative leadership and management oversight for all municipal operations, ensuring that City services are delivered efficiently, effectively, and in accordance with applicable federal and state laws, municipal ordinances, adopted policies, and professional standards.

Policy Implementation and Council Support

The City Administrator assists the Mayor and Common Council in the development, implementation, and administration of municipal policies, ordinances, resolutions, strategic initiatives, and organizational objectives. The Administrator prepares recommendations, conducts analyses, and coordinates the execution of legislative actions approved by the governing body.

Budget and Financial Administration

The City Administrator coordinates the preparation and administration of the City's annual operating and capital budgets, oversees financial planning initiatives, monitors expenditures and revenues, assists with capital improvement programming, administers grants, and works to ensure the prudent stewardship of public resources.

Personnel Administration and Organizational Leadership

The City Administrator provides leadership and oversight of municipal personnel administration, including employee relations, organizational development, policy implementation, recruitment, training, performance management, and maintaining an effective and professional workplace environment.

Project Management and Capital Improvements

The City Administrator coordinates major municipal projects, capital improvements, infrastructure initiatives, and strategic planning efforts to support the continued growth, development, and long-term sustainability of the City of Omro.

Economic Development and Community Partnerships

The City Administrator works collaboratively with businesses, developers, economic development organizations, governmental agencies, and community stakeholders to promote economic vitality, support redevelopment efforts, encourage investment, and strengthen community partnerships.

Intergovernmental Relations

The City Administrator serves as the City's administrative representative in working with local, regional, state, and federal agencies, neighboring municipalities, professional organizations, and cooperative governmental entities to advance the interests of the City of Omro.

Administrative Authority

As authorized by the Municipal Code, employment agreement, adopted policies, and actions of the Common Council, the City Administrator administers City operations, supervises municipal personnel, coordinates departmental activities, and carries out contracts, agreements, projects, and other administrative matters approved by the governing body. The Common Council retains all legislative, budgetary, and policy-making authority as provided by Wisconsin law.
