City of Omro Launches Search for Next City Administrator
Partners with Innovative Public Advisors for Executive Recruitment and Interim Administrator Services

Omro, Wis. (April 22, 2026): On April 7, the Omro Common Council approved a partnership with Innovative Public Advisors (IPA) to lead the executive recruitment process for the City’s next City Administrator.
On April 19, the Council approved Jess Wildes and Jay Shambeau, Partners at Innovative Public Advisors, to provide high-level interim administrator support for Council-directed initiatives, Police Union contract negotiations, grant projects, and organizational communications. Sam Mingo will serve as Interim City Administrator to oversee day-to-day operations, staff management, and act as the City’s authorized signatory until a permanent City Administrator is hired.
The City Administrator serves as Omro’s chief administrative officer and oversees daily municipal operations, implements policies established by the Common Council, supports department leadership, and advances key community priorities. IPA specializes in public sector executive recruitment, communications, strategic planning, governance training, and interim municipal leadership services for local governments across Wisconsin. IPA will lead candidate outreach, recruitment, screening, and interview coordination in partnership with the City.
The City seeks a collaborative and experienced leader who can effectively manage municipal operations, support staff, and work closely with elected officials and community stakeholders to advance Omro’s priorities.
